Abstract
Account to account coin transfers should go through first.
Motivation
Account to account coin transfers are higher priority than token swaps or other smart contract executions. These coin transfers should go through first. Since a block has limited txns that can be executed, 50% of block limit will be allocated for coin to coin transfers. 50% will be allocated for general purpose; token swaps, smart contract executions and also coin to coin transfers. To mitigate validator collusion in favoring high gas fee txns over coin to coin transfers, even if 50% of this limit is not reached, the protocol will not use this limit for other txn types. Non-validator nodes will not accept the block if this protocol is not followed.
